Tolling agreements in focus: BVES initiates new task force
With the rapid expansion of battery storage in Germany, tolling agreements for battery energy storage systems (BESS) are becoming increasingly important. They are considered a crucial tool for securing investments and minimising operational risks. To support the industry in the implementation of these agreements, the German Energy Storage Systems Association (BVES) has set up its own task force for battery tolling agreements.

What are tolling agreements, and why are they important?
A tolling agreement is a contract between the owner of a battery storage facility (the ‘toller’) and a commercial operator or optimiser. The owner receives a guaranteed, fixed remuneration, while the operator obtains the right to use the storage capacity on the energy market. This structure is particularly attractive to risk-averse investors, as it enables stable income without exposure to market volatility.
The BVES task force is committed to setting standards
Although the first tolling agreements have already been signed in Germany, feedback from the industry clearly shows that the lack of standardisation in language and structure often leads to lengthy and inefficient negotiating processes. To simplify contract negotiations and foster a common understanding of the market, the BVES has established a cross-sector task force. Together with project developers, lawyers, investors and other market players, the task force is working to draft a marketable ‘basic term sheet’ for tolling agreements, develop a common understanding of terms and technical requirements, and thus enable bankable and scalable investments in BESS infrastructure in Germany.
Key areas of focus include:

Flexibility for different business models and asset types
The task force held its first meeting on 17 June 2025 at the headquarters of BVES member Uniper SE in Düsseldorf.
With the increasing demand for storage – especially in light of decarbonisation and grid stabilisation – it is crucial to bring trust and clarity to the design of tolling agreements. As the advocate for the energy storage industry, the BVES is committed to creating clear, legally secure and technically viable standards. The aim is to establish a framework that facilitates cooperation and supports investment decisions.
