BVES: Solarpaket I will have a positive impact on energy storage
The Germany’s Energy Storage Systems Association (BVES) welcomes the Solarpaket I, a policy package aimed to support the PV sector, which was recently passed by the Bundestag and Bundesrat.

29.04.2024
Major adjustments for energy storage systems were also incorporated at the last minute:
• Obligation to tolerate the placement of cables on public land for electricity storage systems (§ 11a EEG)
• Elimination of the exclusivity principle for storage facilities (§ 19 EEG, § 85d EEG)
• Privileged grid connection for energy storage systems (§ 17 EnWG)
• Simplified system certification in accordance with the BMWK certification package (NELEV/ EAAV) — The VDE/FNN note on implementation is also of relevance here
We expect these measures to have a positive impact on the use of energy storage systems in Germany.
While discussions on Solarpaket I were still in progress, the first key points for Solarpaket II were already announced. According to this, storage systems play an indispensable role as a flexibility option in a climate-neutral energy system. We actively encourage the introduction of a comprehensive storage strategy by the BMWK and the swift implementation of this strategy, as well as the pursuit of existing efforts from the electricity storage strategy. It also emphasizes the topics of energy sharing and energy communities, as well as existing challenges with grid connection. At this stage, the BVES is actively involved in the dialogue with the Bundestag and the BMWK.
